Level 3 shortages consist of shorting Mexico <br />proportionately to the shortages imposed on United States users. To <br />compute the shortage to Mexico, Mexico's normal delivery is multiplied <br />by the ratio of U.S. reductions divided by U.S. normal deliveries. <br /> <br />The monthly di stributions of the annual shortages determined in January <br />are as follows. The monthly shortage to SNWP is equal to the annual <br />shortage to SNWP proportioned by the ratio of the normal monthly con- <br />sumptive use of SNWP to the normal annual consumptive use of SNWP. The <br />monthly shortage to CAP is equal to the normal delivery for the month, <br />minus the first level shortage delivery for the month specified in the <br />input data, plus additional levels of annual shortages proportioned by <br />the ratio of the first level shortage delivery for the month to the <br />first level shortage delivery for the year. Monthly shortage to Mexico <br />is equal to the annual shortage to Mexico proportioned by the ratio of <br />the normal monthly delivery to Mexico to the annual delivery to Mexico. <br /> <br />The input data that affect the shortage strategy, namely the shortage <br />flag elevation, minimum Mead elevation, and CAP annual and monthly first <br />level shortage diversions, can be readily changed depending on the <br />study.
