.,

., lJ'JGG1J

South Platte Water Rights Management System

Specification
statement

1.9 LoadOverlayFile

The LoadOverlayFile application is designed to accept an Overlay file (in the format speci-
fied below) into the SPWRMS database. The overlay file allows the specification of most
data entered on the Water Information Sheets without starting the SPWRMS application.
The value of this feature is seen when the LoadOverlayFile application is used in combina-
tion with the SPWRMS mailbot program, which allows the overlay files to be mailed from
any computer with network access and to be automatically loaded into the database.

The second value of this application is the ability for water users to submit unofficial values
for the Water Information Sheets. The Overlay files specify informal values suggested by
water users for use in an official capacity for a specific day. It is the responsibility of the
Water Commissioner to react to the overlay values appropriately (by accepting them as
official or rejecting them entirely).

Overlay data, when submitted, is stored in database tables separate from the official sheets
(see the Database Manual for layout of overlay tables). When a Water Commissioner
prepares to complete a water information sheet for a particular day, the sheet is initialized
with any overlay data which has been submitted. If no overlay data has been submitted, the
values are (as before) initiallzed with data from the most recently saved sheet. When the
Water Commissioner commits the sheet (saves to the database) the overlay information is
deleted.

Overlay files allow the specification of very few or all values for a Water Information
Sheet. Additionally. several overlays may be submitted (by one or several users) for the
same sheet and date. The only restriction is that all submissions must specify information ,-.>,.
for disjoint sets of rows.

File Format

Each file consists of a specification statement followed by a series of row statements. Each
statement ends with a ";" and may span multiple rows in the input file.

The following notation is used to describe the syntax of the specification language: words
given in all capital letters should appear exactly as shown; portions enclosed in [ ] are
considered optional; choices separated by I indicate that one of the choices must be
selected; sections enclosed in { } * indicate that zero or more of the sections can appear in a
row; and strings must be quoted if they contain spaces or punctuation.

File comments can be inserted into the overlay file using the - character. All characters
from the - to the end of the line are ignored.

The specification statement specifies the water district and the submission date of the
overlay. Additionally, the ID of the user submitting the sheet is included as well as an
optional VERBOSE flag. The use of the VERBOSE flag will trigger verbose output from
the LoadOverlayFile program. The sheet date should be in the form MMIDDIYYYY.

<Specification Statement>
date> <user id> ;

[VERBOSE] WD <wd> <sheet

Example:

Administrator's Manual

13
