Assess Basin Development Proposal Using StateMod

This application scenario addresses assessment of a proposal for development of
and existing or new reservoir. The application may arise as part of river basin
development studies seeking to identifY an appropriate level of development. The
decision variables are the water rights established as active for the simulation trial.
These may include selected conditional water rights which constitute a
development plan, and which can be contrasted with those established in the
baseline scenario. A solution approach would involve the following steps: define
the development plan (e.g., reservoir location and characteristics), simulate the
development plan and water rights situation, assess potential impacts of the
development plan, run one or more variations on the plan and score impacts, and
prepare a summary report.

The Basin Development Application Scenario module is targeted for four hours
and requires that the user have completed the training for Startup and Utilities (S),
WWWpatabaseAccess (DBI), Visual Data Browser (DB2), and the Water
Resources Training model (StateMod).
