<br />001519 <br /> <br />The WRC also initiated MOA's with the USBR (U,S. Bureau of Reclama- <br /> <br />tion), USF&WS (U.S. Fish and Wildlife Service), USGS (U.S, Geological <br /> <br /> <br />Survey), and the OOE to conduct portions of the assessment. <br /> <br />In the MOA between the WRC and USBR, dated March II, 1978, the USBR <br />agreed to provide services to the WRC in the conduct of water assess- <br />ments of the development of coal and oil shale technologies in the <br />Upper Colorado River Region. The USBR agreed to provide: <br /> <br />1. General advisory participation in the assessment. <br /> <br />2. Technical services to the assessment of (a) water supply <br /> <br /> <br />availability for development of the technologies being assessed, <br /> <br /> <br />and (b) the impacts of water quantity and quality which would <br /> <br /> <br />accompany commitment and use of water for the technologies in the <br /> <br /> <br />Upper Colorado River Region. These services included hydrologic <br /> <br /> <br />and water quality analysis using the USBR's CRSS (Colorado River <br /> <br /> <br />Simulation System). <br /> <br />3. Analysis of impacts on water quality and quantity and asso- <br />ciated environmental, economic, and social impacts in the Lower <br />Colorado River Region (hereinafter called the Lower Region) which <br />would result from the commitment and use of water for development <br />of coal and oil shale technologies in the Upper Colorado River <br />Region and report on findings to the WRC. <br /> <br />2 <br />
