<br />n~l-'~ <br />uUJ~. <br /> <br />model, 1978 version, This report should be used in conjunction with <br />the Upper Colorado Region's 13(a) Assessment in order to understand <br />the river system operation studies and the alternative future <br />conditions specified in that assessment, <br /> <br />OVERVIEW OF THE STUDY AREA <br /> <br />I <br /> <br />I <br /> <br />The Study Area <br /> <br />As defined by the WRC, the Lower Region includes several closed <br /> <br />basins in Arizona, western New Mexico, southern Nevada, southwestern <br /> <br />Utah, and some areas in Arizona and New Mexico that drain into <br /> <br />Mexico. Except for a portion in southern California. the Lower <br /> <br />Region is hydrologically defined by the drainage area of the <br /> <br /> <br />Colorado River below Lee Ferry, Arizona. In order to facilitate <br /> <br />identification of economic impacts, the Lower Region was approxi- <br /> <br />mated by the counties shown in figure 1. The river supplies water <br /> <br />to metropolitan complexes in southern California and central Arizona <br /> <br /> <br />and has a service area extending far beyond its physical drainage <br /> <br /> <br />basin. <br /> <br />The Lower Region, as defined by the WRC. plus Water Resource <br />Subareas 1808 and 1810 in the California-South Pacific Region very <br />closely approximate the Lower Colorado River Service Area (herein- <br />after referred to as Service Area) which is delineated in figure 1, <br /> <br />4 <br />
