William McDonald <br />Director, Colorado Water Conservation Board <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />Dear Bi 11 : <br /> <br />Enclosed are some personal comments on H.R. 3408 (Owens <br />of Utah) as reported by the Subcommittee on Water and Power <br />Resources, Committee on Interior and Insular Affairs, U.S. <br />House of Representatives. The title of the Bill is "To <br />increase the Amounts Authorized for the Colorado River Storage <br />Project". The text of the Bill goes far beyond that purpose. <br />I have also observed a closely similar draft Bill, S. 1737, <br />by Senator Garn. <br /> <br />These Bills would be detrimental to Colorado. Unless <br />substantially amended to provide equal benefits to Colorado <br />and the other Upper Colorado River Basin States to which the <br />Colorado River Storage Project Act applies, they should not <br />be approved by the U.S. Congress! <br /> <br />Sincerely yours, <br /> <br />~~~ <br /> <br />Ival V.
