U.S. Department or the In.erior Bureau of Reclamation A Quarterly Repurt un lhe Colorado River Water Quality Improvement Program Uinta Basin Project, UT The Reclamation Uinta Basin Unit Planning Report/Anal Environmental Statement was flIed with the Environmental Protection Agency on June 25, 1987, and was being held in abeyance by the Assistant Secretary's Office. Secretary LU)an's Scienre Advisor has requested that the report be returned to the Department for prores$- ing. Reclamation is reviewing the appro- priate documents to return the Uinta Basin report to the Department. Phase II of Reclamation', study In the Uinta Basin is being concluded be- cause a cost-effective plan could not be identified. USDAJReclamation program coordination outlined With passage of the Colorado River Basin Salinity Control Act amendments in 1984, the need for closer coordination between the Bureau of Reclamation and the Department of Agriculture became even more apparent The USDA Basin Coordinator position was established in 19&5 to provide that dose coordination. The Coordinator is responsible for coordina- tion and evaluation of USDA salinity control activities in the Basin. The Coordinator, headquartered at the Bureau of Reclamation's Denver Office, is the primary point of contact with Reclamation and USDA agencies. He is also responsible for providing salinity '"(lntrol program assistance for the seven ;in State Conservationists and others in SCS, and other FooeraJ, State, and local entities and organizations. By means of this position, very close coor- dination is maintained between the Reclamation and USDA agencies. In response to concerns raised by the Forum and the mandate contained in the amendatory legislation for the Colorado River Salinity Control Program. the Department of the Interior and the Department of Agriculture formed a Technical Policy Coordination Committee tTPCO in 1985 to improve coordination of the salinity control programs. The committee was origi- nally comprised of representatives of Reclamation and SCS. In rocent years, membership has been expanded to include representatives from the fish and Wildlife Service, Geological Survey, Bureau of Land Management, Environmental Protection Agency, and the Agricultural Research Service. This expanded area of coordination was deter- mined important as the USDA Salinity Control Program accelerated andXJ;Cated additional coordination needs.' ... In 1989 the 11'CC met to address a number of technical coordination issues. The water and salt budgets for the Price- San Rafael pint salinity control plan were developed. Assistance was provided on resolving environmenlal issues In several salinity units. In ad<:ii- tion the TPCC recommended that the Salinity Interagency Committee be reinstated to address Interagency polky issues.
