<br />OJJ134 <br /> <br />IV. Consultation <br /> <br />A formal coordination and involvement process was initiated in 1975. The <br />Governor of each Basin State designated a representative to participate in <br />the planning process. Planning meetings, attended by representatives from <br />the Basin States and other Federal agencies and special interest groups have <br />been held in subsequent years. As a result of this process, a consensus has <br />developed that cloud seeding can be a valuable augmentation tool in the <br />Basin. <br /> <br />The Pacific Southwest Inter-Agency Committee, the Upper Colorado River <br />Commission, the Arizona Water Commission, the Colorado River Board of <br />California, Nevada's Division of Colorado River Resources, the Salt River <br />Project, and the Denver Water Board have all participated in the planning and <br />review process. Federal agencies consulted include the Forest Service, <br />Bureau of Land Management, Fish and Wildlife Service, National Park Service, <br />and the Western Area Power Administration. Environmental organizations and <br />private sector consultants have been invited to participate in planning <br />session. Meetings have been held with county commissioners and citizens <br />advisory committees. Bureau representatives have participated in State- <br />sponsored meetings. <br /> <br />As part of the ongoing public involvement effort, three types of advisory <br />committees will be established as part of CREST. They are: (1) a Basin <br />group with specific interests in water management and compact (legal) <br />questions, (2) local groups to be involved in site selection matters and <br />community response, and (3) a scientific and technical group. The first <br />group, a Basin states organization was established at the request of the <br />Commissioner of Reclamation at a meeting with the States in Las Vegas in <br />December 1981. The other groups will be set up when CREST funding is <br />available. <br /> <br />37 <br />
