The longer hydrologic data base has an average annual virgin <br />runoff of 14.8 million acre-feet. <br /> <br />The longer data base and statistical analysis will enable uS to analyze <br />the impacts of drought and high runoff periods while keeping them within <br />a realistic perspective. We believe the historic period of record to be <br />the best data base available in contrast to other long-term estimates <br />generated by tree ring analyses. The methods used in the tree-ring <br />analysis have been 'subjected to review by our staff and S. J. Burges, <br />Associate Professor of Civil Engineering at University of Washington. <br />They find the methods subject to question and statistically unsound. <br /> <br />The plan of implementation for Colorado River salinity standards <br />presently includes the construction of 3 authorized projects and the <br />investigations of 11 salinity control projects by the Water and Power <br />Resources Service. The status of these projects is described in the <br />"1978 Revisions - Water Quality Standards for Salinity for the Colorado <br />River System." We have informed the Forum of changes in priority and <br />procedures for preparation of feasibility reports. The resulting new <br />schedule is included in the Forum's Third Annual Report and we are <br />maintaining that schedule. <br /> <br />We believe the 1978 Revisions - Water Quality Standards for Salinity <br />Including Numeric Criteria and Plan of Implementation for ,Salinity <br />Control is an excellent review of the established standards, and we <br />concur in the adequacy of numeric criteria for the next 3 years and <br />in the revised plan of implementation. In future reviews, we encourage <br />the states to consider the potential of encouraging industrial <br />entities to utilize brackish water in lieu of better quality waters <br />as an additional salinity control measure. We look forward to continued <br />close cooperation with the Forum and the State of Colorado in implementing <br />the control program. <br /> <br />1470 <br /> <br />2 <br />
