<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />9 <br /> <br />It is believed that construction and project costs presented above are <br />reliable for 1970; however, operation and maintenance costs, which are <br />shown below shoald be adjusted on an annual basis to reflect costs of labor <br />and matsrial to ll'erate and maintain the system after constraction is completed. <br /> <br />1 man full time @ 8600/mo. <br />1 man half time @ 8400/mo.. <br />Eqnipment rental 82000/1r. <br />Me teria Is $2000/yr. <br />Pickup, 20,000 miles/yr @ 12~/mi <br /> <br />Total Annual Operating Cost <br /> <br />- 7,200.00 <br />a 2,400.00 <br />::: 2,000.00 <br />a 2,000.00 <br />a 2,400.00 <br /> <br />= $16,000.00 <br /> <br />As the District is already committed to operation and maintenance of the <br />Norton Drain these costs have been included above. It is believed that the <br />same men, materials and equipment can care for both projects. <br /> <br />Conclusions <br /> <br /> <br />While no contact has been made with personnel of the Monte Vista National <br />Wildlife Refuge it might be expected that any resnlt of channelization which <br />might adversely effect that operation will be strongly opposed by them. Also, <br />while the production of water logged land, and the results of inadequate <br />drainage and ponding are apparent, it may be very difficult to convince <br />adjacent land owners and water users of these facts unless they can be <br />assnred that their rights will be protected. <br /> <br />This situation may pose problems that are difficult to solve. At this time <br />it appears that a reasonable solution might be to install a check and diversion <br />structure at each decreed point of diversion so that each valid senior water <br />right can be operated as the owner wishes. Eleven such structures are <br />included in the cost estimate. If this solution is mutually acceptable to <br />the land owners and the District, some agreement should be entered into <br />permitting the land owners to operate the checks only during the growing <br />season. The District must control the checks throughout the year when there <br />is any danger of freezing. In this respect the water users shoald control the <br />checks for the shortest possible period to assure the District of a maximum <br />benefit from the project. <br /> <br />The estimated cost of the project allows for the elimination of problems that <br />developed during construction of the Norton Drain. This should result in a <br />more satisfactory operation of the system. The total cost of the project is <br />quite high and it may be desirable to proceed on a stage construction basis. <br />If such a decision is made it is suggested that the first stage be from the <br />Rio Grande to U.S. Highway 285, a distance of 6.91 miles. The prorated <br />estimated cost of this stage is $246,800. <br /> <br />0576 <br />
