<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2 <br /> <br />PRELIMINARY ENGINEERING REPORT <br />FOR THE <br />ROCK CREEK CHANNELIZATION PROJECT <br /> <br />Prepared for <br />RIO GRANDE WATER CONSERVATION DISTInCT <br /> <br />February - June 1970 <br />by <br />Davis Engineering Service <br /> <br />- 0 - <br /> <br /> <br />Introduction <br /> <br />This preliminary study has been conducted to determine the feasibility, <br />'extent and estimated cost of channelizstion of Rock Creek. Rock Creek is <br />divided into two sections by the Monte Vista Canal, that portion above the <br />canal is locally known as Upper Rock Creek snd that portion below the canal <br />is known as Lower Rock Creek. All water originating in the drainage area <br />tributary to Upper Rock Creek which is not diverted from the channel ends <br />in the Monte Vieta Canal. Normally, no water flows directly from Upper <br />Rock Creek into Lower Rock Creek; therefore, this study is confined to <br />Lower Rock Creek only. <br /> <br />In order to establish geographical 1imita within which the study would be <br />confined, topographic sheets published by U. S. Geological Survey were <br />studied and it was determined that the study logically should be limited <br />to that portion of Rock Creek which is located in Alamosa County. This <br />decision VBS made because the Monte Vista National Wildlife Refuge extends <br />from a point one mile east of the Alamosa-Rio Grande county line westerly <br />along Rock Creek several miles. Channelization through the refuge has <br />already been done ae desired for the operation of'the refuge and further <br />work would be undesirable from the standpoint of wildlife propagation. <br />Finally, the preliminary study conclusively indicates that the most fsvorable <br />coet/benafit ratio will be obtained by channelization of the lover portion <br />of Rock Creek. <br /> <br />Problema <br /> <br />One of the most serious problems anticipated is how to operate the Rock <br />Creek channelization project in a manner that will be acceptable to owners <br />of valid senior water rights. At this time it appaars several of the <br />decreed points of diversion have not been used recently or the water ia <br />being diverted at locations not described in the decrees. Also, it appears <br />one headgate structure is located at a point not described in any decree. <br /> <br />0583 <br />
