<br />.... <br /> <br />.' <br /> <br />9 <br /> <br />.' <br /> <br />..-' <br /> <br />The Norton Drain Project has enjoyed a rare amount of cooperation and <br />participation and it might be unwise to base expectatione for a future <br />project on tbis one. For example, rights of way were donated by land <br />owners along the route of the drain, Agricultural Stabilization and <br />Conservation Service participated with a basic grant, then, when funds <br />were obviously short, participated with a supplemental grant. The <br />State of Colorado did the same, supplementing its original grant to <br />enable the District to have matching funds for both the original and <br />supplemental grants of tbe Agricultural Stabilization and Conservation <br />Service. Conejos County participated by removing excavated material <br />and has indicated its willingness to continue with a spoil pile removal <br />program. Members of the Board of Directors have donated much time and <br />effort to tbe program and particularly tbose three previously name~ <br />to control the project on s daily call basis. <br /> <br />It could not be expected tbat a project of tbis size involving so <br />many people could be completed without problems. All things considered, <br />the Norton Drain Project bas been successfully finished, but, as bas <br />been discussed earlier, will necessitate a program of operation and <br />me in tenance. <br /> <br />Respectfully submitted, <br /> <br />, <br /> <br />rcud~ <br /> <br />0585 <br />
