<br />001742 <br /> <br />The beneficial and adverse effects of options for the future which are <br /> <br />in addition to those which will occur with no action (no action taken <br /> <br />as a result of this study) are displayed by segment in Table 2. Effects <br /> <br />are then summarized for all segments in Tables 3 and 4. <br /> <br />Option' 1 is the alternative plan which contributes most to national <br /> <br />economic development and is the NED alternative for this study. Although <br /> <br />Option 1 will have adverse environmental effects, it will provide for <br /> <br />the greatest degree of recreation use of the three options with no <br /> <br />, <br />" <br />i <br />, <br />~ <br />b <br />~ <br /> <br />greater development cost than Options 2 and 3. Options 2 and 3 are EQ <br /> <br />options. Use in Dinosaur National Monument will be allowed to approxi- <br /> <br />mate1y double. <br /> <br />Option 2 is designed to provide for recreation use levels consistent <br /> <br />with the carrying capacity of the resource. This option will designate <br /> <br />the eligible segments at the level they now classify for. Use within <br /> <br />I <br /> <br />the Dinosaur National Monument segments (Segments C and D) will remain <br /> <br />constant at the present levels. <br /> <br />Option 3 offers the greatest degree of protection for environmental <br /> <br />values of the study area. Segment A will be enhanced to meet wild <br /> <br />river area criteria. Segment B will be enhanced to meet scenic river <br /> <br />area criteria. <br /> <br />All options contribute to both the NED and EQ objectives. Each option <br /> <br />represents the least cost method of meeting its particular goal. (The <br /> <br />selected option represents the best balance of contribution to t~e two <br /> <br />objectives and response to public interest. <br />
