<br />'( <br /> <br />. <br /> <br />. <br /> <br />1 <br /> <br />0290 <br /> <br />The Colorado River Water Conservation District (CRWCD) is a quasi-municipal <br /> <br />corporation which was formed to promote the dev;lopment and efficient use <br /> <br />of the water resources of the Colorado River Basin in Colorado. This includes <br /> <br />water in the Colorado, w~ite and Yampa Rivers. The CRWCD is the organization <br /> <br />which currently holds the conditional water rights decreed for the proposed <br /> <br />Range1y Project to be located on the White River above Rangely, Colorado. <br /> <br />The proposed Rangely Project is covered by conditional water rights decreed <br /> <br />for three separate structures. These are: the Douglas Canal, the Rangely <br /> <br />Power Conduit and the Rangely Reservoir. The Douglas Canal is a diversion <br /> <br />ditch with a conditional decree for diversion of 120 cubic feet per second (cfs). <br /> <br />The Rangely Power Conduit is a pipeline which would deliver water to a <br /> <br />hydroelectric power plant with a conditional decree for discharge of 620 ~fs. <br /> <br />The Rangely Reservoir is an impoundment structure to be located on the main- <br /> <br />stem of the White River with a conditional decree for storage of 63,056 acre-feet <br /> <br />(ac-ft) of water. The conditional.ftecree's for the Rangely Project have a <br /> <br />priority date of July, 1962. In addition to the conditional decrees dated <br /> <br />July, 1962, filing has been made for enlargement of the Rangely Reservoir <br /> <br />storage by 7000 ac-ft. The date of this filing is mu~h later than the date <br /> <br />of conditional decree's for the original Rangely Project. <br /> <br />Early in the planning stages of the Moon Lake Power Project, participation <br /> <br />in construction of the Range1y Reservoir was considered as one alternative <br /> <br />to obtain water for the proposed steam power plant. The primary concerns of <br /> <br />the sponsors of the Moon Lake Power Project in obtaining a water supply are <br /> <br />the long term reliability of the supply and the time required to construct <br /> <br />1 <br /> <br />\ <br />n~ <br />~~ <br />
