"

DRAFT
-----

.

.'

"

W.l>,TER RIGRTS'

Table II contains a listing of the undeveloped (conditional) ~ater rights

in the l'~nite Rive:::: Basin as com.?i1ed from the CO?.sIH II data ~ank. This

table includes only direct dive=sion rights 'in excess of 3.5 cfs capacity

and storage rights greater than 100 AF in capacity -all of the undeveloped

rights believed to be of significance for study.

In many cases, the projec~s shown contain multiple points of diversion

.

and/or storage. Tnerefore, the 46 listings probably 'represent a1most.doub1e

that number of decreed points of diversion and'storage.

TO arrive at a reasonable water ri9hts package which fits the ultimate stage

of development, water rights were selected firs~ upon priority, second

upon estir.2ted volume of water yield, and third upon location throughout the

basin.

A tabulation of the selected future rights, with estL~ated values of yield,

'is shown in Table III. Omission frow, the tabulation in no way implies a ,,"ater

right is not feasible or not practical; it only means' that the water demands
'. .

arrived at for this base problem file could be served by a more sen'{or right.

Those holding the senior rights are probably in the position of having fi=w

~ater supplies. Those holding junior decrees might. find that the level of

demand ,,"ould be great enough to'prevent their rights from realizing a firm

supply.

This approa~~ is believed to be conservative for the evaluation and study

0273.

...
