If water can not be diverted <br />so that Compact deliveries can be met, who has the responsibility of delivering <br />the water to where it can be counted as credit? Who has the responsibility of <br />checking and inspecting diversionary works to see that they are adequate and <br />suitable for the purpose, are properly maintained and operated and do not <br />adversely affect channel conditiona or other users? <br /> <br />CONCLUSIONS <br /> <br />The District needs immediately sufficient money to complete the Norton Drain <br />Project which is estimated to cost $60,000.00. <br /> <br />The District needs immediately sufficient money to complete the study of <br />channelization of San Antonio River and Rock Creek and preparation of plans <br />and specifications for the work to be done under these projects. The cost <br />of the study and preparation of plans and specifications is estimated to <br />be $7,500.00 for each of the two channelization projects, or a total cost of <br />$15,000.00. <br /> <br />The District also needs funding of sufficient money to carry out long range <br />planning in an amount of not leas than $10,000.00 per year for the next several <br />years. <br /> <br />The District should have available to it at such time as plans and specifications <br />are completed funds for construction of the channelization of Rock Creek and San <br />Antonio River. This should be during the irrigation season of 1969. <br /> <br />The District should have available to it money for studying additional specific <br />water salvage projects, which money should be available to the District not later <br />than summer of 1969. The amount involved has not yet been estimated, but we will <br />be happy to help the Board come up with a specific request, if desired, if the <br />Board determines to make application for financial help from the State Water <br />Conservation Board.
