Channelization of Rio Grande above Alamosa, possibly to Seven Mile
Plaza (Plate 2).

c. Reduction of phreatophytes along stream channels.

d. Drainage system from Alamosa northward to vicinity of McGinty and
possible extension to connection with Farmers Union and Prairie
Ditch drains (Plate 2).

e. Drainage system in Mosca-Sargent Area ,(Plate 2).

f. Channelization of Alamosa and La Jara Creeks into the Rio Grande (Plate 1).

g. Diversion of ground water, which recharges the Rio Grande channel below
the Lobatos gaging station, into the Rio Grande above tbe gaging station
so thAt it can be counted as delivery credit.

h. Control structures on rivers to facilitate administration and to
provide storage of surplus water for years with low flows.

i. Review/revisions of administrative policies in view of changed and
changing conditions.

The Norton Drain was recommended by most of the board members as the first
priority. The work which has been done on this project supports the priority
~ssignment. To date the existing portion has been cleaned, preliminary engineer-
Ing work has been done on cost estimates and on the water filing. Some contscts
have been made with property owners concerning a right of way for the ditch ex-
tension. Efforts are underway to obtain a right to convey water from the Bountiful
Waste Ditch.

The work which has been done on the Norton Drain to date hAS generated consider-
able local interest and generally favorable opinion. Besides the benefit of
increased return flow to the rivar, the project conceivably will reclaim a large
area of presently useless and marginal lsnd.

Preliminary estimates indicate that the drain could ressonsbly develop approx-
imately 10,000 acre feet of useable water per year. Construction costs to
complete the project are estimated to approximate $60,000.00. Consequently
it is felt that the project has much merit on a cost/benefit ratio and will
serve ss sn indication of what might be expected of future similar projects.
Further progress on the project is con~ingent upon the availability of adequate
funds.

Channelization of San Antonio River should receive a high priority inAsmuch as
some preliminary investigation as to feasibility and contacts with local inter-
ests and landowners have been made. A token amount of money has been contributed
by the different conservation districts to get the projects underway. This project
could prove quite advantageous by helping the Conejos River meet its compsct
deliveries.

Channelization of the Rio Grande from Alamosa southward is felt by many to be a
necessity before drainage projects which convey water to the river can be properly
developed and can produce the desired results. It is recognized, however, that

0556
