Channelization of the San Antonio River hss bsen started and is
scheduled to be completed in late 1970 or early 1971.

This project has been enlarged to include a control structure which
has an estimated cost of $25,000. Construction is scheduled for the
summer of 1970. This structurs will permit control of all normal
flows of water in the San Antonio River and will decrease lossea
considerably as water which previously flowed in the south channel
suffered substantial loss by avapotranspiretion. It is bslieved
that the construction of the control structure and channelization of
the San Antonio River will aid the Conejos River water users in meeting
their Compact delivery.

3. Channplization of the Rio Grande south of Alamosa has been seriously
considered by the Board of Directors and it is believed that this
project should be accompliahed prior to or concurrently with con-
struction of the Cloaed Baain Drain project. Losses of water caused
by lack of an adequate conveyance channel add to the problem of Meeting
Compact deliveries and decrease the value of all drainage projects
which have been or will be constructed unless euch a channelization
project is undertaken.

Degradation of the Rio Grande channel and uncontrolled growth of
phreatophytes along the channel must be srrested and corrected before
the full value of any projects tributary to the Rio Grande csn be
realized.

The nature, cost and magnitude of this project make it one which probably
should be combined with the Closed Basin Drain project to realize the
greatest benefits and assure proper future control and maintenance.

4. Channelization of Rock Creek has beCOMe the project which is currently
in the forefront. The channelization of Rock Creek is believed to be
a potentially productive project for increasing the natural return flow
to the Rio Grande and providing some much needed drainage of water
logged land. The value of the project will depend largely on whether
or not the Rio Grande channel can carry the water and be deepened
sufficiently to permit gravity drainage from Rock Creek into the Rio
Grande.

A preliminary engineering study has been authorized by the Board of
Directors. All field work and calculstions have been completed. The
report will be issued in the near future I therefore, no further
reference will be made to the project in thia report.

5. Closed Basin Drsin, although assigned fifth priority in 1968, has
become first priority today largely because of a better understanding
of the effects of the project as illustrated by ths analog model of
the San Luis Valley prepared by U. S. Geologicsl Survey. The analog
model has clearly indicated the benefits to be derived from the project

0544
