This <br />updated report, then, is a statement of progress and of the <br />policy of the Board of Directors in relation to water salvage <br />projects in tbe San Luis Valley. <br /> <br />In spi te of obvious repetition the "Sta tement of the Si tua tion" <br />and "Sta tement of the Problem" are again presented in this report <br />with minor modifications. It seems best that the situation and <br />problem as generally viewed by the San Luis Valley water users <br />be constantly in mind so that projects considered in the futnre <br />will conform to demands of the situation and solve some of the <br />wlderlying problems involved. <br /> <br />STATEMENT OF THE SITUATION <br /> <br />The Rio Grande Compact was ratified in 1939. The Compact stipu- <br />lated the obligation of Colorado to deliver water in the Rio Grande <br />to the States of New Mexico and Texas, The amount of tho obligation <br />of Colorado was established by schedules which required the Conejoe <br />River and the Rio Grande to deliver amounts of water proportional <br />to the volume of water which passed certain specified index stations. <br /> <br />The amounts to be delivered to the State line vary from 30 to 60 <br />per cent of the flow of the Rio Grande and from none to 68 per cent <br />of tha Conejos, depending upon the annual flow of the respective <br />rivers. <br /> <br />Annual reports of the Rio Grande Compact Commission show that <br />from 1939 to the end of 1951 Colorado had a net delivery of 900 <br />scre feet more than required by the Compact. Colorado has not had <br />a aedit balance at the end of any subsequent year although according <br />to these reports did meet its annnal delivery in 1958, 1966, 1968 <br /> <br /> <br />0548 <br />
