<br />001386 <br /> <br />"The arrangement contemplated aims at inte~eting <br />in definite and teohnical terms the intentions of the note <br />quoted in the opening paragraph of this Report, wherein <br />it was explained that in authorizing extensions of ir- <br />rigation in the Sudan 'the British Government1 however <br />solioitous for the prosperity of the Sudan, have no in- <br />tention of trespassing upon the natural and iustorio <br />rights of Egypt in the waters of the Nile, whioh they <br />recognize to-day no less than in the past.' ,The Com- <br />mission has every hope that its proposals, framed in this <br />spirit~ and after full study of the technical aspects of <br />the prOblem, may form an acoeptable basis upon which, by , <br />harmonious and cooperative effort, the irrigation develop- <br />ment of the future may be founded, and by whioh all existing <br />rights may be perpetually safeguarded,."
