<br />/ <br /> <br />OOD9~3 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />File <br /> <br />December 3, 1996 <br /> <br />FROM: <br /> <br />Meg Frantz <br /> <br />SUBJECT: <br /> <br />Meeting with Kent Holt, Division 6, December 2, 1996 <br /> <br />Yesterday, Ray Bennett and I met with Kent Holt at the State's office to review the aggregation of <br />irrigation structures and water rights in the Yampa basin. This meeting fulfilled the work scope for <br />Tasks 3.03 and 3.05, which calls for Division personnel to review these two subtasks. <br /> <br />We presented the aggregation map of the Yampa River basin and discussed our criteria for subdividing <br />the basin. We described our approach to the Little Snake River, saying that we were including all <br />irrigated land that lies within Colorado, regardless of whether the land is served by Wyoming or <br />Colorado rights. We also discussed in particular our treatment of the Green River within Colorado, <br />saying that our last calibration point on the Yampa River is the Deer Park Lodge gage; and that we are <br />including consumptive use on the Green River to produce a flow value at the terminus node which is <br />Yampa River flows adjusted for the Green River's net contribution/consumption within Colorado. <br /> <br />Next we reviewed the concept of water right classes and weighted priority numbers within the classes for <br />each of the aggregated structures. We presented the list of critical rights that we considered when we <br />defined the water right classes. At the end of the meeting, Ray Bennett gave Mr. Holt a demonstration <br />of Statemod using the White River basin model. <br /> <br />Mr. Holt had no objection to the way in which the irrigation aggregation had been accomplished, saying <br />he believed it should result in a reasonable representation ofthe basin. He offered the following <br />suggestions: <br /> <br />. We may want to give particular attention to consumptive use for the wildlife refuge in the Brown's <br />Park area of the Green River. About eight or nine pumps are run from February to October to <br />maintain an area of standing water. The use is decreed. He believes consumptive use amounts to <br />several feet over a couple of square miles annually. <br /> <br />.
