<br />.'- <br /> <br />o,n [) 5 ) 2 <br /> <br />1",,<- <br /> <br />improve project facilities, reduce the high operation, maintenance, <br />and replacement costs, extend the irrigation service area and plan <br />for multipurpose use of project facilities to include recreation, <br />fish and wildlife, stream pollution and flood control, power generation, <br />and municipal and industrial water uses, and reallocate project costs <br />and the repayment obligation according to use. <br /> <br />Extension of irrigation service area would include studies to reclassify <br />lands the association considers irrigable now. These lands and present <br />project lands could be provided a full irrigation supply by canal and <br />lateral lining, altering some distribution systems, and by building small <br />reservoirs in the project area, or by providing storage in the Dallas <br />Creek Project. The lining and improved irrigation methods would also <br />reduce the salinity and stream pollution. <br /> <br />Recreation and fish and wildlife opportunities are provided at the <br />existing Taylor Park Reservoir and along the Taylor and Gunnison Rivers <br />below the reservoir. Controlled releases would enhance the reservoir <br />and stream fishing and esthetic recreation value in the area. Potential <br />small reservoirs in the project area would provide additional recreation, <br />fishing, and wildlife opportunities. Flood control benefits could also <br />be obtained by these small reservoirs. <br /> <br />l, <br />I <br /> <br />ll:; <br /> <br />- <br />i <br /> <br />Hydroelectric power generation could be provided at the potential Dominguez <br />Reservoir. This reservoir, located on the Gunnison River immediately below <br />the project area, could provide additional water for the. project through <br />exchange and could also provide municipal and industrial water for the <br />Grand Junction area, and recreation opportunities for Western Colorado. <br />Water quality control and streamflow regulation would also benefit from <br />the reservoir. <br /> <br />~""~ <br />~jl <br /> <br />, <br /> <br />In summary, the proposed feasibility studies will evaluate in depth such <br />aspects of the project as (1) needed structure improvement and replacements <br />and additions to existing structures such as lining the water conveyance <br />structures, etc., (2) needs for additional project water supplies and <br />facilities to provide for the timely distribution of the existing and <br />new supply, (3) additional project facilities such as Dominguez Reservoir <br />and Powerplant needed to maximize multiple purposes in project development, <br />improve downstream water useable quantities and quality, and provide <br />economic and repayment assistance to the project, and (4) possible <br />reallocation of project costs to multi-project purposes, reevaluate project <br />repayment capabilities, and determine financial assistance needed from <br />sources such as Colorado River Storage Project power revenues. If it is <br />found that such outside financial assistance is needed, special Congressional <br />Authorization will be required to change the project and the improvement <br />program to the status of a CRSP Participating Project. <br /> <br />STATUS OF PLANNING <br /> <br />Reconnaissance investigations of the Uncompahgre Extension began in F.Y. <br />1971 and are scheduled for completion in June 1972. Current studies <br />include determination of problem areas and methods of alleviating them. <br /> <br />2 <br />
