I I I I I I I I I I I I I I I I I I I o i},'J 8 3 '3 PREFACE This document is an environmental commitment and monitoring plan developed by the Bureau of Reclamation as a supporting document to the Supplemental Final Environmental hnpact Statement (2000 FSEIS) for the Animas-La Plata (ALP) Project (Project) (Reclamation 2000). Throughout the planning process and preparation for Project construction, efforts have been made to avoid impacts where practicable, If avoidance was not possible, mitigation measures were developed to reduce the level of impact. This plan provides a framework for the avoidance and mitigation measures and for monitoring activities, hnplementation of the avoidance and mitigation measures and monitoring plan occurs concurrently with the design and construction of Project facilities and initiation of Project operation, Also, there is an opportunity to incorporate additional avoidance/minimization and mitigation measures and monitoring criteria during any refinement of the Project's design, construction, and operation. Reclamation will coordinate with representatives of participating state and federal agencies, the Southern Ute Indian and Ute Mountain Ute Tribes, and other interested parties in the implementation of this plan. This plan is dynamic and will be refined, as needed, as part of the ongoing coordination with the participants involved with the construction of the Project and the mitigation and monitoring program. ,."
