<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o i},'J 8 3 '3 <br /> <br />PREFACE <br /> <br />This document is an environmental commitment and monitoring plan developed by the Bureau <br />of Reclamation as a supporting document to the Supplemental Final Environmental hnpact <br />Statement (2000 FSEIS) for the Animas-La Plata (ALP) Project (Project) (Reclamation 2000). <br />Throughout the planning process and preparation for Project construction, efforts have been <br />made to avoid impacts where practicable, If avoidance was not possible, mitigation measures <br />were developed to reduce the level of impact. This plan provides a framework for the avoidance <br />and mitigation measures and for monitoring activities, <br /> <br />hnplementation of the avoidance and mitigation measures and monitoring plan occurs <br />concurrently with the design and construction of Project facilities and initiation of Project <br />operation, Also, there is an opportunity to incorporate additional avoidance/minimization and <br />mitigation measures and monitoring criteria during any refinement of the Project's design, <br />construction, and operation. <br /> <br />Reclamation will coordinate with representatives of participating state and federal agencies, the <br />Southern Ute Indian and Ute Mountain Ute Tribes, and other interested parties in the <br />implementation of this plan.
