'" <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />000873 <br /> <br />CHAPTER 3 - ADMINISTRATION OF THE ENVIRONMENTAL COMMITMENT <br />AND MONITORING PLAN AND IMPLEMENTA TION SCHEDULE <br /> <br />Reclamation will be responsible for the overall environmental commitment and monitoring <br />program (program) with input and cooperation of federal and state agencies, tribes, Project <br />beneficiaries and other interested parties. Reclamation will be responsible for the <br />implementation of the program, integration and presentation of results, and modifications to the <br />program where appropriate. Various disciplines from within Reclamation will be required to <br />implement the program, During the implementation of the program Reclamation will <br />coordinate with the federal and state agencies, Tribes, Project beneficiaries and other interested <br />parties on actions being taken and to obtain input from the various entities. <br /> <br />A schedule for implementing the Project's Environmental Commitment and Monitoring Plan is <br />presented in Figure 2. This schedule shows activities through 2011. Several ofthe monitoring <br />activities will continue after 2011 and will be a part of Project operations. The figure denotes the <br />anticipated timeline of key Project construction and operation milestones that will result in <br />effects to environmental resources. Mitigation and monitoring activities are depicted relative to <br />when Project-related effects will occur. All mitigation activities will be developed and <br />implemented either prior to or concurrent with adverse impacts. In general, baseline monitoring <br />activities have been developed and implemented before Project-related effects have or will <br />occur. Project monitoring activities will occur concurrent with Project construction and <br />operation, Mitigation monitoring will occur after implementation of specific mitigation <br />measures. <br /> <br />Attachment A contains a complete list of the environmental and monitoring commitments for <br />the Project and the status of each commitment as of December 31,2003, This list will be <br />updated as new commitments are made or commitments modified, At the end of each calendar <br />year the status of each commitment will be added to the list and the list will be transmitted to <br />federal and state agencies, tribes, Project beneficiaries and other interested parties along with the <br />yearly WetlandlRiparian Mitigation Summary Annual Report. <br /> <br />37 <br />
