California." <br /> <br />The Compilation of Records provides a detailed listing of water use in the Lower Basin by State, <br />by individual water users, and deliveries to Mexico for calendar year 1996. You may recall that <br />in July 1996 the Secretary modified the operation of Lake Mead from a normal to a surplus <br />condition. As a consequence Lower Basin consumptive uses in 1996 totaled 8.03 maf.
