<br /> <br />001573 <br /> <br />Introduction <br /> <br />-, <br /> <br />A discussion draft of an inventory of authorized, planned and <br />projected energy development projects in the Upper Colorado River <br />Basin, their water needs and available water supplies was released <br />by the Department of the Interior in June of 1974. That report <br />indicated the extensive potential for oil shale and coal development <br />in the basin and its probable requirement for water supplies in that <br />water-short region. The discussion draft evoked considerable <br />interest and comment; it has been updated and expanded to reflect <br />these comments. This revised report serves as an important guide- <br />line for determining future policy on energy water issues. Develop- <br />ment of this revised report has been an assignment of the Department <br />of the Interior's newly organized "Water for Energy - Denver <br />Management Team." This Team was established on June 6, 1974 by <br />Assistant Secretary for Land and Water Resources, Jack O. Horton. <br /> <br />The basic purpose of the Denver Management Team is to provide <br />factual basis for Secretarial decisions on water aspects of energy <br />development. Specifically, it is charged with making concise <br />presentations of information and data on the alternative water <br />supplies for specific energy development sites. Environmental <br />aspects, inter- and intrastate water compacts, state water rights, <br />and other pertinent conditions are all accountable in the Team's <br />efforts. It is anticipated that this information will allow <br />management officials to arrive at decisions as to site-specific <br />energy development. <br /> <br />The Denver Management Team is specifically directed to concern <br />itself primarily with near-term, specific water for energy require- <br />ments. The Team sought input from all interested parties possible <br />within the 3D-day time frame provided. In addition, representatives <br />of the Team have met with the Upper Colorado River Basin Commission <br />on two occasions. The Commission served as a clearinghouse for <br />securing input from its four member states. The Team members have <br />also contacted the State of Arizona and numerous individuals from <br />organizations, industry and the private sector. <br /> <br />, <br /> <br />The Denver Management Team consists of representatives of the Bureaus <br />of Reclamation, Land Management, Mines, and Outdoor Recreation; the <br />Offices of Saline Water and Water Resources Research; the United <br />States Geological Survey; the Fish and Wildlife Service, and the <br />Solicitor's Office. <br /> <br />
