V.L <br /> <br />Interviews with Committee of Fourteen Members <br /> <br />After the Colorado River Basin Salinity Control Forum reviewed the draft of this <br />report, the members asked the author to interview six former members of the <br />Committee of Fourteen who had taken an active role in advising the Brownell and <br />his Task Force in 1972-73: <br /> <br />. Floyd A Bishop, who served as Wyoming State Engineer from 1963-74. <br /> <br />. Myron B. Holburt, who joined the Colorado River Board of California <br />in 1965 and served as its Chief Engineer from 1968-84. <br /> <br />. Daniel F. Lawrence, former Director of the Division of Water Resources, <br />State of Utah, a position he held from 1967 until his retirement in 1985. <br /> <br />. Raphael J. Moses, who became a member of the Colorado River Water <br />Conservation Board of Colorado in 1952 and served as its Attorney from <br />1959-76. <br /> <br />. Steve Reynolds, State Engineer and Secretary of the New Mexico <br />Interstate Streams Commission from 1955 until his death in 1990. <br /> <br />.,...,. <br /> <br />, <br />. Wesley Steiner, Director of the Arizona Department of Water Resources <br />(and its predecessor agencies) from 1969 to 1985, and Chairman of the <br />Committee of Fourteen during the Brownell era. <br /> <br />The interviews were to elicit their reactions to the draft report and their <br />recollections of the events that led up to the negotiation of Minute No. 242 and <br />the passage of the Colorado River Basin Salinity Control Act. <br /> <br />Sadly, Steve Reynolds died before we could arrange an interview, although he had <br />seen the draft report and made handwritten notes. I have reproduced these all- <br />too-brief notes in this Appendix, with references to points in the report indicated. <br /> <br />Phone interviews with the other five former Committee members, ranging in <br />length from 35 minutes to 1-1/4 hours, were conducted in May-July 1991. The <br />interviews were semi-structured, as the Forum had suggested a number of open- <br />ended questions, but our discussions ranged over a variety of topics. On the <br />following pages, I have recorded my notes of these interviews in narrative form, <br />using each person's words as much as possible.
