The Director of CWRRI <br />cannot perform these tasks alone, It takes the cooperation of <br />both water users and faculty, I will work to have both groups <br /> <br />3 <br /> <br />see water resources research and education as a win-win <br />proposition, While I have a nwnber of propositions I want to <br />explore, I welcome suggestions as to how we can create <br />additional win-win situations, <br /> <br />I look forward to meeting and working with many of you as <br />I move into the role of Director of CWRRI, Please feel free <br />to contact me about any aspect of CWRRI - I welcome input, <br /> <br />RESEARCH OPPORTUNITIES <br /> <br />CWRRI WATER RESEARCH PROGRAM <br />REQUEST FOR PREPROPOSALS <br />CLOSING DATE: January 31. 1992 <br /> <br />Preproposals are invited for the Colorado Water Resources <br />Research Institute FY1992-93 water research program, <br />CWRRI is especially interested in projects that feature <br />collaboration between W1.iversity researchers and water <br />management organizations. Demonstrating collaboration in the <br />preproposal stage will enhance the possibility of an award. <br />Highest priority will be given to projects that address <br />Colorado's most critical water problems: water use efficiency, <br />Colorado water law. policies and institutions; water quality; <br />management; enhancing fish and wildlife and recreatioual <br />opportunities; and improving water supplies for economic <br />development, <br /> <br />Specific technical topics identified as high prlonty by <br />CWRRI's Research Planning Advisory Committee are: <br /> <br />ConjWlctive management of surface and groundwater <br />Economic value of nonconsumptive water uses <br />Economics of alternative strategies for fishery enhancement <br />Fate of metals in Colorado streams <br />Technology for new uses of the satellite stream monitoring <br />system <br />Improvement in drought forecasts <br />Improvement in nmoff forecasts: flood. late season <br />Preservation of wetlands; economic costs and benefits <br />Biological effects of metals on aquatic organisms <br />Streamflow criteria for flow-based discharge permits <br />Reclamation of polluted groundwater <br />Evaluation of impacts of water expons on basin,of-origin <br />Regulation of groundwater recharge <br />Urban nmoff management <br />Water reuse management <br />Water,based recreation: economic costs and benefits <br /> <br />Proiect Duration-Awards will be made for one year beginning <br />September I, 1992. <br /> <br />Funds Available-For 1991.92 CWRRI awarded 10 projects <br />with direct costs in the range of $10.000-20,000, Awards for <br />1992-93 will depend on CWRRI's receiving an appropriation <br /> <br />from the Colorado Legislature, <br /> <br />Review Procedures--Preproposals will be evaluated by the <br />Technical Advisory Committee (faculty of CU. CSM and <br />CSU) and by the Research Program Advisory Committee <br />(practitioners), Authors of preproposals judged to have a <br />strong chance of fmal award will be invited to prepare full <br />proposals, Criteria of selection include: (I) relevance of <br />research product to priority Colorado water problems; (2) <br />scientific merit; and (3) performance record of principal <br />investigator. <br /> <br />Eligibilitv--Open to regular, full-time faculty of Colorado State <br />University, the University of Colorado and the Colorado <br />School of Mines, For additional information call the CWRRI <br />office at 491-6308, <br /> <br />USGS ANNOUNCES APPROPRIATION <br />FOR 1992-93 PROGRAMS <br /> <br />On November 13, 1991. the President signed the bill providing <br />Fiscal Year 1992 appropriations for the Department of the <br />Interior and Related Agencies, The House and Senate <br />conference committee agreed to an amendment providing for <br />a 1.411 percent reduction in all accounts, programs and <br />projects covered by the Act. In addition, the competitive <br />matching grants program (Section 105) was reduced, John E, <br />Schefter. Chief. Office of External Research, Geological <br />Survey, announced the following appropriations for its water <br />research program, <br /> <br />Section 104, Slate Water Institute Program--The FYI992 <br />appropriation for the State Water Resources Research Institute <br />Program is $5.576.000. or $101.381 per Institute, <br /> <br />Section lOS, Competitive Grant Program-- The appropriation <br />for the U,S, Geological Survey's Water Resources Research <br />Competitive Grant Program was reduced to $1.8 million in <br />FYI992 from the $4.4 million appropriated in recent years, As <br />a consequence, this highly competitive program, which has in <br />the past funded less than IS percent of the proposals received, <br />is likely to be even more competitive in FYI992, Applicants <br />for these grants should be aware, however, that the proposals <br />submitted this year also may be considered for funding early <br />
