"':.'. <br />I!,lJ,~ . , <br />,,' 6oiu~~ <br /> <br />.^ <br /> <br />cZ\ <br /> <br />~', .: <br /> <br />~ <br /> <br />The District is charged for construction by the Bureau of Recla- . <br />mation as th)ugh the lands in classes one to four were in a single classl <br />but the District assesses at different rates per acre in order to give <br />the owners of the less productive lands an opportunity to build up the <br />soil. <br /> <br />Profits from the praject owned p:>wer plants:tre".pplied to the <br />credits to reduce the annual assessments against the land for the annual <br />construction payment due to the United States. The power returns are not <br />sufficient to meet the annual construction payment and the difference is <br />made up by an assessment against the land. <br /> <br />The minimum operation and maintenance charge is the same for all <br />classes of land and is payable direct to the District treasurer. This <br />charge may be paid in two installments but it must be paid by July 1, <br />or nO,water can be delivered after that date. <br /> <br />The head quarters of the District, including machine shop, ware- <br />h:>use and material yards are located in Mitchell, Nebraska, The District <br />organization consists of the manager, the secretary-treasurer, both offices <br />being held by one pers)n; an instrument man, who makes surveys, guages <br />streams, checks tax rec~rds, makes tax rolls xnd does such office work as <br />is necessary in connection with the engineering; and one cost and time <br />keeper; who also does the storehouse work and purChasing. <br /> <br />There are four divisions of the district as f011ows: <br /> <br />District #1 - The first division ,f the main canal consists of 45 <br />miles of main canal, There are no gJvernment laterals in this district, <br />but wqter is delivered into the he~ds of the lateral for approximately <br />16,000 acres of land within the boundaries of the Lingle Water Users <br />Association and Hill Lcctere.l District, <br /> <br />This District is under the supervision of Theo Fintus, watermaster, <br />located at Ft, Larrunie, Wyoming, who has a regular force of one maintenance <br />crew, two day riders with autos, and three night riders who are employed <br />only when the canal is oper~ted to capacity.
