Profits from the praject owned p:>wer plants:tre".pplied to the credits to reduce the annual assessments against the land for the annual construction payment due to the United States. The power returns are not sufficient to meet the annual construction payment and the difference is made up by an assessment against the land. The minimum operation and maintenance charge is the same for all classes of land and is payable direct to the District treasurer. This charge may be paid in two installments but it must be paid by July 1, or nO,water can be delivered after that date. The head quarters of the District, including machine shop, ware- h:>use and material yards are located in Mitchell, Nebraska, The District organization consists of the manager, the secretary-treasurer, both offices being held by one pers)n; an instrument man, who makes surveys, guages streams, checks tax rec~rds, makes tax rolls xnd does such office work as is necessary in connection with the engineering; and one cost and time keeper; who also does the storehouse work and purChasing. There are four divisions of the district as f011ows: District #1 - The first division ,f the main canal consists of 45 miles of main canal, There are no gJvernment laterals in this district, but wqter is delivered into the he~ds of the lateral for approximately 16,000 acres of land within the boundaries of the Lingle Water Users Association and Hill Lcctere.l District, This District is under the supervision of Theo Fintus, watermaster, located at Ft, Larrunie, Wyoming, who has a regular force of one maintenance crew, two day riders with autos, and three night riders who are employed only when the canal is oper~ted to capacity. The two riders with autos are covering the same rides that were fJrmerly covered by four riders with horses.
