Operation studies using current return flow and <br />river conditions, indicate that providing treated water to the <br />City of Yuma during the years that the Desalting Plant would be <br />treating Wellton-Mohawk water, will result in increased bypass <br />flows. The studies indicate the bypass increase would be about <br />10 percent of the quantity provided to the city. <br /> <br />The City must assume responsibility for the increase in bypass. <br />However, users of Central Arizona Project water may also be <br />concerned. The Central Arizona Project (CAP) captures and <br />diverts unused Arizona entitlement into central Arizona. The <br />greater the diversion and related use by the City of Yuma of <br />their contractual right the less water is available for CAP <br />diversion. Arizona Department of Water Resources has expressed <br />concern over this issue. <br /> <br />Should the proposal to utilize the Desalting Plant for City <br />treatment proceed in more detail, the issues regarding the <br />increased bypass would need to be resolved. <br /> <br />If the City and Reclamation determine that a plan involving the <br />Desalting Plant is desirable, follow up activities would include: <br /> <br />Public Notice of intent to negotiate a contract. <br />Additional plan formulation and design analysis <br /> <br />I <br />.-' <br /> <br />Development of Basis of Negotiation <br /> <br />Initiate coordination with resource agencies and public <br />involvement process <br /> <br />Development of environmental compliance <br /> <br />Additional hydrologic analysis <br /> <br />Resolution of water right concerns with Arizona Department <br />of Water Resources <br /> <br />Negotiation of the terms and conditions of a treatment <br />contract <br /> <br />Resolution of appropriate legal, institutional and <br />legislative requirements <br /> <br />Obtaining of municipal water treatment permits and operator <br />licenses from Arizona Department of Environmental Quality <br /> <br />Development of specification designs for construction <br /> <br />Award and monitoring of construction. <br />
