J j I <br /> <br />INTRODUCTION <br /> <br />"- <br />I <br /> <br />PURPOSE <br />This Special Report documents the findings of a joint effort <br />between the City of Yuma (City) and their contractor Carollo <br />Engineers, and the Bureau of Reclamation (Reclamation) to <br />consider the feasibility of modifying .the Yuma Desalting Plant <br />(Desalting Plant) to provide treated potable water to the city. <br />Reclamation has been conducting a series of in-house analyses <br />examining options for reducing or defraying the operation <br />maintenance and replacement (OM&R) costs of the Desalting Plant. <br />The City has also been conducting an analysis of their water <br />treatment operations and options as they have an immediate need <br />for additional treatment capacity. <br /> <br />The City intends to select a preferred option and initiate <br />construction specification designs by December 1990. This joint <br />expedited effort was conducted to evaluate the alternative of the <br />City contracting with Reclamation for Desalting Plant product <br />water in lieu of expanding their Main street Treatment Plant <br />and/or building additional capacity near their East Mesa Plant. <br /> <br />The operating costs contained in this report reflect the minimum <br />additional cost that would be incurred to utilize the Desalting <br />Plant in treating water for the city. These costs were developed <br />to determine if there was sufficient incentive for both the city <br />and Reclamation to enter into negotiations on the specific terms ~ <br />and conditions of a contract for treated water from the Desalting <br />Plant. <br /> <br />If the city and Reclamation determine that a plan involving the <br />Desalting Plant is desirable, follow up activities would include: <br />Public Notice of Intent to Negotiate a Contract; Plan <br />formulation and design analysis; Development of Basies of <br />Negotiation; Initiation of environmental coordination; <br />Development of environmental compliance; Resolution of water <br />right concerns with Arizona Department of Water Resources; <br />Negotiation of the terms and conditions of a water treatment <br />contract; Resolution of appropriate legal and or legislative <br />requirements; Obtaining of municipal treatment permits from <br />Arizona Department of Environmental Quality; Preparation of <br />specification designs; and Award and monitoring of construction. <br /> <br />DESCRIPTION OF AREA <br />The area is located in southwestern Arizona (Yuma County) on the <br />historic flood plain and delta of the Lower Colorado and <br />Gila Rivers near the International Boundary with Mexico. The <br />focal point of the project area is centered around the City of <br />yuma, and the operation of the Colorado River and from <br />Imperial Dam south to San Luis (see Map 1292-30-4).
