Operational Account One-half of the severance tax receipts credited to the Severance Tax Trust Fund for tax years commencing on and after July I, 1995, shall be credited to the Operational Account of the Severance Tax Trust Fund. Money in the Operational Account shall be used to fund programs established within the Colorado Oil and Gas Conservation Commission, the Colorado Geological Survey, the Division of Minerals and Geology, and the Colorado Water Conservation Board, The programs supported by the Operational Account must promote and encourage sound natural resource planning, management, and development related to minerals, energy, geology, and water. The General Assembly may appropriate moneys from the total moneys available in the Operational Account to fund recommended programs as follows: Colorado Oil and Gas Conservation Commission 45 % Colorado Geological Survey 20% Division of Minerals and Geology 30% Colorado Water Conservation Board 5% FY 97 Aoorooriations SB 96-170 appropriated up to a total of $3, 172,000 from the Operational Account in the amounts shown in the following table for use in FY 97, Operational Account Appropriations in FY 97 I Agency I Purpose/Program Amount I Colorado Oil and Gas Conservation to restore conservation and envirorunental response and 1,432,000 Commission values Colorado Geological Survey to fund statewide geologic mapping, mineral and mineral 740,000 fuels economic development, a statewide water quality data bank, and critical geologic hazards response system Division of Minerals and Geology to fund mining emergency response efforts and to partially 900,000 fund the regulatory program established by the "Colorado Surface Coal Mining Reclamation Act" Colorado Water Conservation to fund water resource planning at the local level 100.000 Board Total 3,172,000 The level of funding for the CWCB from the Operational Account is expected to remain at least $100,000 per year. 5
