Note that total revenues are
$566,717. The addition of $34,000 in state funds as a loan will
increase the total to $600,717.

As one of the criteria under Amendment One is that an enterprise
cannot receive more than lOt of its revenues from arants from all
local and state governments combined. The $34,000 19An is
substantially less than lot. It is also interesting to note the
amendment refers to grants, not loans.

The Town's attorney was concerned that there has been no specific
litigation re water funds as enterprises. My response is that
there may have been no litigation because there is little to be
questioned, The courts on other litigation on enterprises have
been quite liberal in there interpretation.

Very truly yours,

TOWN OF RANGELY\ \.

~~~~~
Donald C.
