.\
,

Project Management

. Project management involves. the time spent by the Project Manager, the Technical
Coordinator and the Advisor to the Project Manager to manage the study. The Project
manager will oversee the study budget to assure that adequate resources are available to
conduct the study in a timely manner. The Technical Coordinator will oversee the
technical activities to assure that those activities are coordinated and conducted in a timely
manner.

The Advisor to the Project Manager will review study issues such as: is the study schedule
being met; are funds effectively spent; are important issues being addressed; are
investigations being conducted in a credible manner; are communications with study
stakeholders being effectively conducted; are the public. and agency comments being
addressed; are alternatives adequately considered; and is the recommended project
workable from technical and financial perspectives. More particularly, the Advisor shall
review the financial plan and the feasibility report for adequacy. In short, the Advisor is to
work under the direction of and assist the Project Manager in developing a feasibility study
that will achieve the goals of the study. The Advisor will not perform work tasks in order
to maintain a "reviewers" perspective.

Page 8 12130/98 F;uohnlmemoIWETPACK SCOPE OF WORKdoc
