~

July l, 1986

Mr. Clifford I. Barrett
Regional Director
Upper Colorado Region
U. S. Bureau of Reclamation
P. O. Box 11568
Salt Lake City, UT 84147

Re: Overland Reservoir

Dear Cliff:

I am writing as the state agency responsible for commenting
on small reclamation proj ect loan appl ications concerning the
loan escalation application of the Overland Reservoir Company. I
strongly support the company I s request for an increase in the
amount of its current loan.

The company owns sufficient water rights for the subject
project which has, as you know, been in existence for many, many
years. The company also holds the necessary permits from the
U.s. Forest Service for the project.

Based upon the loan which this Board has made to the company
and the escalated loan being requested from Reclamation, the
repair and rehabilitation work being undertaken is financially
feasible. Since work is now under way based upon a bid
construction cost, I believe that a loan escalation is fully
merited.

Your consideration
appreciated.

of

the

company's

application

is

Sincerely,

J.~~m McDonald
D ire c tor

JWMcD:mm
cc: Mr. John Hawkins
Mr. Demmus Harvey
