Water Project Construction Loan Program <br />Financial Matters, Request for Release of Loan Payment from Overland <br />Ditch and Reservoir Company <br />November 3-4, 1994 Board Meeting <br /> <br />DATE: October 20, 1994 <br /> <br />Introduction <br /> <br />lbrough a letter to Governor Romer dated September 9. 1994 (see attachment), the Board <br />of Directors of the' Overland Ditch and Reserv<lir Company have requested a release from their <br />December loan: payment in the amount of $31,076. The purpose of this request, in part, is to <br />help offset financial losses suffered by the stockholders due to a combination of a dry year and <br />a by-pass flow release imposed by the Forest Service. Mr. Peter Kasper, President of the <br />company. will be available at the meeting to explain the situation. <br /> <br />Background <br /> <br />Overland Reservoir is located on Cow Creek, a tributary to Muddy Creek which is <br />tributary to the North Fork of the Gunnison River in Delta County. The dam was originally <br />constructed in 1905 in Grand Mesa National Forest, about 40 miles northeast of Hotchkiss. In <br />1951, it was enlarged to 6,200 acre-feet, but in 1957 it was restricted to 5,200 acre-feet due to <br />an instability in a section of the dam. In 1986 it was rehabilitatated to 5,820 acre-feet. <br />Additional work on the spillway in 1991 increased the capacity to 6,203 acre-feet. <br /> <br />The Overland Ditch headgate is located about 3/8 mile below the dam. The ditch serves <br />about a 100 families and approximately 3,935 acres are under irrigation. There are 10,000 shares <br />in the company and each share represents abo\1t half an acre-foot. <br />
