The estimated cost
of the water rights purchase increased from $407,000 in 1998, to $532,000 in 2001. The
Association has requested that their loan authorization be increased by $100,000. Please
see the attached project summary and map.

Backqround
The CRPOA, located in Adams County, represents property owners within the Columbine
Ranches Subdivision. The Association provides raw water to property owners through an
existing well and pipeline system. The water is used for irrigation, livestock watering, and
fire protection, and represents an existing water use. The well has a junior water right and
must be augmented to replace its consumptive use. The CRPOA wants to buy water rights
for this purpose. The purchase cost inciudes $7,000 for the cost of engineering to evaluate
the water rights purchased.

Feasibilitv Studies
Robert Longenbaugh P.E. completed the Feasibility Study November 12,1998. The study
includes an assessment of alternatives available to provide raw water to the subdivision.
The cost of the study was paid by the CRPOA.

The Columbine Ranches Propertv Owners Association
The Association is a nonprofit corporation registered in the State of Colorado. There are
54 members (one for each of the 54 lots within the subdivision), and each member has
one vote. Membership in the Association is required by the Covenants as a condition of
property ownership within the subdivision. The Association also has the power to set

Flood Protection.
