"-+-/" L /~t-- __ <br /> <br />'tZ~{IiM~~] )>- ~f~Jt . ~ <br /> <br />BACKGROUND /.~~ ~ ;t/6V, :6~ <br /> <br />The Columbine Ranches Property Owners Association (~ated in Adams County, has <br />applied for a Small Project Loan to purchase water rights to augment an existing well. The <br />project also includes rehabilitating the well pump and motor, and installing a new shelter over the <br />well. The well provides raw water for outside irrigation, and for fire protection. They have <br />requested a loan of $100,000, approximately 40% of the estimated $250,000 cost of the project. <br /> <br />The Columbine Ranches Subdivision is located about 14 miles northeast of Denver, near Barr <br />Lake (see attached map). The subdivision was approved in the late 1970's, and the well in <br />question was transferred to the CRPOA by the developer. The well has been in continuous use by <br />the CRPOA ever since. It is a 48-foot deep irrigation well into alluvium, permitted in 1962. <br />Since the water source is tributary to the South Platte River, the well is junior to water rights that <br />are in priority during the summer months. In the past the CRPOA has established short term <br />contracts to lease augmentation water. Because of the uncertainty of these rental contracts the <br />CRPOA wants to buy water rights and set up a permanent augmentation plan. <br /> <br />Robert Longenbaugh, P.E., has been working with the CRPOA for over 2 years, and has <br />evaluated the feasibility of several alternatives.
