Your request
will be included in the Board's year 2001 Water Project Construction Bill. The additional
loan funds will be authorized in May 2001, once the Governor has signed the bill. I
understand the loan will be used to purchase augmentation water for the Association's
irrigation well.

The Board approved the loan increase from the Construction Fund in a maximum amount
of $93,750, so that the total loan authorization will become $399,000. The loan terms for
the $93,750 increment are 5.5% for 30 years. I have attached a copy of the updated
Board memo concerning the Columbine Ranches Property Owners Association. Please
refer to page 4 of that memo and to the section "Action taken by the CWCB January 24,
2001."

When the Board recommends a loan from the Construction Fund there remain several
conditions:

a) A Feasibilitv Study is required. Robert Longenbaugh P.E. completed the feasibility
study for this project November 1998. This office has accepted the study.

b) The loan contract must be amended before funds can be advanced for this loan
increment. Jan IlIian has placed the project on our contracting "hot list" and has
initiated the amendment prbcess. Our goal is to h9-ve tre loan contract amended as
soon as possible following approval by the General Ass~mbly....

Flood Protection.. Water Project Planning and Financing.
