The loan is for rehabilitation work on the Cedar Mesa <br />Dam. <br /> <br />The Board approved a Small Project Loan from the Construction Fund in a maximum amount of <br />$100,000. The loan terms are 3.5% for 30 years, 3.25% for 20 years, or 3% for 10 years, at your <br />option. I have attached a copy of the updated Board memo concerning the Cedar Mesa Ditch and <br />Reservoir Company. Please refer to page 4 of that memo and to the section "Action taken by the <br />CWCB July 23, 2001." <br /> <br />When the Board approves a Small Project Loan there remain several conditions: <br /> <br />a) A Feasibility Studv is required. John Van Sciver has reviewed the study titled "Feasibility of <br />Constroction of Chimney and Toe Drains at the Cedar Mesa Dam" by R. Michael Smith P.E. of <br />Knight Piesold and Company. The report meets the requirements of the CWCB Construction <br />Fund Guidelines for feasibility studies. <br /> <br />b) An aDProved contract must be in place before funds can be advanced. Jan IlIian has placed <br />this project on our contracting "hot lisf' and has initiated the loan contracting process. I <br />understand the project will be constructed in fall 2001, and that the Company will need funds to <br />pay contractor bills on or about October 1, 2001. Our goal is to have the loan contract signed <br />by all parties to meet these scheduled dates. <br /> <br />c) You must adhere to the CWeB Desiqn and Construction Administration Procedures. Tim <br />Feehan will contacted you regarding the CWCB requirements concerning project bidding, <br />design, and construction. Tim will make construction inspections, which will be the basis of the <br />monthly pay estimates for disbursement of your loan funds. <br /> <br />d) You must adhere to the CWCB Guidelines for Financial Assistance. <br /> <br />Flood Protection.
