downstream slope of the existing dam.
The original cost estimate included an item for construction surveillance in the amount of
$7,912. This number did not include the prepazation of as-built drawings upon completion of the
project, which is a State Engineer requirement, and underestnnated the actual field time required to
complete the project

Construction Site Access Difficu[ties
Due to the unlaiown condition of the access road to the reservoir at the time of conshuction,
the Cedaz Mesa Ditch and Reservoir Company could not obtain a quanrified bid to provide a
maintained access road to the construction site. The selected Contractor, however, did negotiate an
hourly rate for the necessary equipment and labor to keep the roadway assessable during the
duration of the pro}ect. The cost of maiutaining the access road during conshuction was based on
the total equipment and man-hours actually used.

Based on the addirional costs as illustrated above, the Cedaz Mesa Ditch and Reservoir
Company is requesting 75% of the total addirional project cost incurred, for an increased loan
amount rounded to $50,000.
DISCUSSION
Paragraph (2) of Section 1 of SB 00-173 allows that loans made by the Colorado Water
Conservation Board may be increased or decreased as may be justified by "reasons of ordinary
fluctuations in construction costs as indicated by the engineering cost indices applicable to the fypes
of construction required for each project or as may be justified by reason of changes in the plans for
a project due to differing or unforeseen site conditions, errors, or omissions in the plans and
spec�cations, changes instituted by regulatory agencies, or changes in material quantities beyond
