.

.

CHAPTER IX
CONCLUSIONS AND RECOMMENDATIONS

.

The Julesburg Irrigation District is a Statutory Irrigation District which owns and operates
Julesburg Reservoir, Currently the outlet works conduit and adjacent embankment fill exhibit
serious seepage and structural problems. The reservoir Is currently operating under a storage
restriction imposed by the State Engineer because of these problems.

.

Several alternative rehabilitation measures have been proposed for the outlet works and
adjacent embankment, ranging in scope from a minimum repair alternative for control of the
problems to a complete replacement alternative for elimination of the problems.

.

Based on the overall costs of replacement versus repair and on the higher level of
confidence in the quality, durability and life expectancy of the replacement alternatives versus the
repair alternatives, we recommend that the full outlet works replacement, Alternative F, be selected
as the rehabilitation option, This alternative is economically feasible as demonstrated by the
financial analysis presented in Table 16. We believe the Alternative F outlet works replacement will
provide a cost effective, long-term solution to the problem,

.

.

'c}c t-IV;l.f7
/' A(V~::;"~h
It is recommended that the District borrow $325,000 for ~ term at an interest rate
of 5,0 percent per year from the CWCB Construction Loan Fund for the purpose of reconstructing
the outlet works on Julesburg Reservoir.

.

.

.

23

.
