Inc. <br />Distribution System Project <br /> <br />Introduction (Need rOf the Project} <br /> <br />The Willow Heights Irrigation Co. (hereafter known as WHIC), WHIC is located the town of <br />Hotchkiss, in Delta County, operates the Willow Heights Irrigation System for the benefits of the <br />shareholders by providing piped irrigation water to individual lots in Willow Heights Ihru a <br />underground system of pipes and control valves. Water comes from an irrigation ditch known as <br />the Duke Ditch. WHIC is a shareholder in the Duke Ditch. The existing system was built in the mid <br />70s and was originally constructed on top of the sewer lines WHIC service the same area. <br />Because of the elevation change within Willow Heights, the sewer system and consequently the <br />Irrigation System was constructed very deep (15 Ft.) in some areas. Additionally the pipe that was <br />available at that time was a very light weight pipe and the combination of depth and light weight <br />and the gradual accumulation of calcium deposits inside the pipe has reduced the overall flow <br />capacity to less than 1/3 and has completely plugged up in 2 places. WHIC would like to build a <br />new system above the existing system but at a logical depth with provisions for clean-outs and <br />reasonable maintenance. <br /> <br />Project Sponsor <br /> <br />WHIC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 9a shareholders and 104 shares (taps) of stock. The WHIC has the <br />power to set annual assessments to be paid by the shareholders, the power to cut off water <br />deliveries to shareholders that fail to pay their assessments. The WHIC articles of incorporation <br />and by-laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The WHIC provides irrigation water to an aD-acre service area in Hotchkiss CO. located in Delta <br />County. The headgate for the system is located in the Northwest corner of Willow Heights on a <br />small lot that is owned by WHIC. Water is delivered from this headgate Ihru approximately 6000 <br />Feet of Main Distribution pipe and 3000 Feet of individual pipes WHIC service the 105 taps. A <br />map of the service area is in the back pocket of this report. <br /> <br />Hydrology and Water Rights <br /> <br />The source ofwaler for the Company is direct flow water rights out of Duke Ditch. The water <br />rights din:rted at the WHIC headgate consist of IS shares out of a total of80 shares in the Duke <br />Ditch with appropriation dale of 1892 and totaling 5 cfs. plus the wastewater rights on 2 sections <br />of land that waste into the thru Barrow Gulch into the Duke Ditch. Records of the Stale <br />Enl!llleerS Office indicate that total average annual diversions arc 1372 acre-feel. based on <br />rcc~rd years 2000 through 2002. and thaI ilie maximum diwrsion rate was 8.5 cfs for record <br />years 2000,200 I and 2002.
