<br />Job number 03903 illJ'TI'rn: ENGINEERING & SURVEYING COMPANY <br />April 29, 2003 <br />Willow Heights Irrigation Company <br />Feasibility Study for Reconstruction of the irrigation system, ewes funding. <br /> <br />Project Description and Alternatives <br /> <br />The purpose of this project is to provide a means for the WHIC to continue providing irrigation <br />water to shareholders while minimizing the occurrence of future failures of their diversion <br />structure. Four alternatives were considered: <br /> <br />1. The no.action alternative. <br />2. Rebuild existing system over period of years as money permitted. <br />3. Construct new system over period of years. <br />4. Construct new system all at one time. <br /> <br />Alternative No.1 was considered unacceptable since it means the WHIC could not deliver <br />water 10 all of its shareholders in a reasonable amount of time due to the variety and complexity <br />of the problems. <br /> <br />Alternative No.2 was ruled out because we would be giving a very inadequate service to most <br />of the shareholders during the period of construction years. <br /> <br />Alternative No.3 was ruled out because of the extreme difference in depth between the <br />existing system and the new system WHIC would require expensive and complex connections <br />at each years new stage between the old and the new system.. <br /> <br />Alternative No.4 was selected, as it provides the best final solution in the shortest period of <br />time while providing the least negative effect to the shareholders. <br /> <br />The estimated cost of the completed project $110,000,00. The cost breakdown is summarized <br />in Table 1. Initial Construction Estimates are contained in Appendix C. <br /> <br />Table 1.
