<br /> <br />. <br /> <br />. <br /> <br />measure enOacted after the issuance of the Note shall in any manner be construed as impairing.the <br /> <br />obligations of the City to keep and perform the covenants contained in this Ordinance. <br /> <br />Section 12. Disposition of Ordinance. This Ordinance, upon its final passage and <br /> <br />adoption, shall be filed in the records kept by the City Clerk for that purpose and shall be <br /> <br /> <br />authenticated by the signatures of the Mayor and the City Clerk. As soon as practicable after <br /> <br />approval on first reading, this Ordinance shall be published in full in a newspaper published within the <br /> <br />City ,'lith notice that it will be considered for tinal adoption on December 1], 2000. After passage <br /> <br />and adoption, this Ordinance will be published by title only with references to the date of initial <br /> <br /> <br />publication; provided, however, if any section herein shall be amended upon final passage, such <br /> <br />section shall be published in full. Notwithstanding the foregoing, the Council may order this <br /> <br />Ordinance published in full following final passage. <br /> <br />Section 13. <br /> <br />Declaration of Emergencv and Effective Date. The immediate <br /> <br />effectiveness of this Ordinance after final adoption is necessary in order to allow the City to execute <br /> <br /> <br />the Financing Documents while favorable market conditions exist and in order to enable the City to <br /> <br /> <br />take advantage of the remaining construction season. This Ordinance is therefore necessary for the <br /> <br /> <br />immediate preservation of the public peace, health, safety and financial well-being of the City and an <br /> <br />emergency is hereby declared. Pursuant to Section 31-] 6-1 05 C.R.S., this Ordinance shall take efIect <br /> <br /> <br />immediately upon its passage and adoption. <br /> <br />INTRODUCED, READ AND ORDERED PUBLISHED at a Regular Meeting ofthe City <br />Council of the City of Idaho Springs, Colorado, acting also as the governing body of the City of <br />Idaho Springs Water Activity Enterprise, held on the 27th day of November, 2000. <br /> <br />LJ t\~r, /t{tG <br /> <br />William V.
