Moschetti, President <br />DeWeese-Dye Ditch and Reservoir Company <br />1320 Grand Avenue <br />Canon City, CO 81212 <br /> <br />, <br /> <br />Dear Ms. Moschetti: <br /> <br />Re: Proposal for Engineering Services for Feasibility Study and Report for Dam Safety <br />Modifications at DeWeese Dam, near Westcliff, Colorado. <br /> <br />GEl Consultants, Inc, is pleased to submit this proposal for a feasibility study and report for safety <br />modifications at DeWeese Dam. Our proposal is based on our recommendations presented in our August <br />2,1995 letter to the Reservoir Company and conversations with you, as well as our general understanding <br />of your project goals. The objective of the feasibility study is to develop and evaluate alternative concepts <br />for rehabilitation of the upper 12-foot crest raise section of DeWeese Dam. The work presented in the <br />Feasibility Report will achieve the following three goals: <br /> <br />I. Provide the basis for selection of a preferred dam safety rehabilitation concept for final <br />design and construction. Rehabilitation of the upper 12-foot crest raise section of the dam <br />is being studied in response to dam safety concerns raised by the Colorado State Engineer's <br />Office (SEa) as a result of regular SEa inspections of the dam, <br /> <br />2, Provide budget-level estimates of project costs; including costs for design, bid. and <br />construction of the selected modifications. <br /> <br />3. Provide information needed to pursue appropriate project financing, Specifically, the <br />Feasibility Report will provide the basis needed to apply to the Colorado Water <br />Conservation Board (CWCB) for project financing through CWCB's Construction Loan <br />Fund, The information presented in the report will also be useful in investigating other <br />potential funding sources and financing strategies, <br /> <br />SCOPE OF WORK <br /> <br />Our proposed scope of work for the feasibility study and report consists of the six work tasks described in <br />the following paragraphs. We have reviewed this scope of work with Mr. John Van Sciver, P,E, of lhe <br />CWCB in Denver. Mr. Van Sciver has indicated 10 us that the work outlined below will be acceptable for <br />the Reservoir Company's use in making a loan application to the CWCB, <br /> <br />Appendix A to Contract #C1537 49 <br />
