[ne P.E. <br />Director, <..WCB <br /> <br />(UPDATED November 23, 1994) <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: October 18, 1994 <br /> <br />SUBJECT: Agenda Item 29b., November 3-4, 19943, Board Meeting-- <br />Hay-Bretherton Ditch Co., Lower Portion, Howard Share <br />Approval of a Construction Fund Loan in amount of $20,000 to refinance the <br />Howard's cost of lining 1600 feet of the ditch. <br /> <br />BACKGROUND <br /> <br />Billy Howard and Brenda Howard of Meeker, Rio Blanco County, have submitted an application <br />to refinance their costs of a project to rehabilitate 1600 feet of the Lower Hay-Bretherton Ditch, <br />of which they are 77% owners. They are requesting a loan in the amount of $20,000 <br />(approximately 47% of the $43,000 total cost). ASCS will fund $9,000 of the project, and ACP <br />funding in amount of $8000 has already been obtained. $6000 will be paid directly by the other <br />ditch owners. <br /> <br />A portion of the ditch is located along an unstable hillside, and until this year was contained in <br />a steel pipeline. In spring 1994, this steel pipe began to leak excessively, causing a landslide <br />which destroyed about 300 feet of the ditch. <br /> <br />The water users requested assistance from the SCS, and lined 644 feet of the ditch with an <br />impervious membrane in the summer of 1994. This was Phase I of the project. The work was <br />done under the direct supervision the SCS, according to SCS plans and specifications, and <br />allowed the water users to irrigate out of the ditch in 1994. <br /> <br />The water users plan to undertake Phase II of the lining project in spring of 1995. Again, the <br />project will be done under the direct supervision the SCS, and in accordance with SCS plans and <br />specifications. This will complete the project and allow the water users to irrigate during the <br />1995 summer months. <br /> <br />The Hay-Bretherton Ditch has a capacity of 26 CFS, and diverted 6136 acre feet in 1993. <br />Approximately 403 acres are irrigated with we ditch. <br />
