City of Victor

INTRODUCTION

The City of Victor is applying for a Construction Fund loan in the amount of $600,000 for
the rehabilitation and expansion of Victor #2 Reservoir, an existing municipal water supply
reservoir; The reservoir is located on the East Fork of West Beaver Creek in the Arkansas
Basin about five miles northeast of the City of Victor in Teller County.

BACKGROUND

Cracks in the dam embankment were discovered in 1984 and the spillway was lowered in
response to a restriction by the State Engineer's Office. The lowering of the spillway resulted
in a loss of storage of about 23 acre-feet. Current capacity of the reservoir is estimated at
180 acre-feet. The existing spillway is inadequate per the current Rules for Dam Safety of
the State Engineer's Office.

The City is concerned that the State Engineer's Office may place further restrictions on the
reservoir if rehabilitation work is not undertaken soon. Victor #2 is the City's only current
raw water reservoir used for water supply purposes. (Bison Reservoir located about one-half
mile south of Victor #2 is also owned by the City but is used only for recreational purposes.)
