LAWMA has not yet selected counsel to assist with this project but will select an attorney who is familiar with Arkansas River water rights and administrative issues. Among other things, counsel will advise and assist in the completion of several tasks in the plan of study. Specifically, counsel will assist in the study of the ruling of the Special Master in Kansas v, Colorado and in the evaluation of potential replacement sources, especially water rights. COST ESTIMATES Engineering services ............. $50,000 Legal services ......,.......... $10,000 Expenses, . . . , . . . . . , , . . . . . . . . ,. $5,000 Total. . . . . . . . . . . . . . . . . . . . . . .. $65,000 SUMMARY AND CONCLUSIONS LAWMA is requesting a loan.or grant from the Colorado Water Conservation Board in the amount of $65,000 for assistance in the development project to replace well depletions to Colorado water rights on the Arkansas River and to Kansas if necessary. The money will be used to determine the specific water reSClurce components to include in the project and to prepare a detailed plan for its operation. The project will protect LAWMA's members from probable curtailments by the State Engineer and, thereby,- will preserve an economy that is important in the state and 'critical to the local area. A benefit of the project, in addition to the preservation of the local economy, will be its help in solving the difficult problem of well administration in .the 'Arkansas River basin. 'It may also provide significant recreational, fish and wildlife, water quality, and other environmental benefits depending on the specific components included in the project. 8 " ... - .
