A Statement of Qualifications of HELTON & WILLIAMSEN, P.C. is included <br />with this application 'as Attachment B. <br /> <br />LAWMA has not yet selected counsel to assist with this project but will select an <br />attorney who is familiar with Arkansas River water rights and administrative issues. Among <br />other things, counsel will advise and assist in the completion of several tasks in the plan of <br />study. Specifically, counsel will assist in the study of the ruling of the Special Master in <br />Kansas v, Colorado and in the evaluation of potential replacement sources, especially water <br />rights. <br /> <br />COST ESTIMATES <br /> <br />Engineering services ............. $50,000 <br />Legal services ......,.......... $10,000 <br />Expenses, . . . , . . . . . , , . . . . . . . . ,. $5,000 <br /> <br />Total. . . . . . . . . . . . . . . . . . . . . . .. $65,000 <br /> <br />SUMMARY AND CONCLUSIONS <br /> <br />LAWMA is requesting a loan.or grant from the Colorado Water Conservation Board in <br />the amount of $65,000 for assistance in the development project to replace well depletions <br />to Colorado water rights on the Arkansas River and to Kansas if necessary. The money will <br />be used to determine the specific water reSClurce components to include in the project and to <br />prepare a detailed plan for its operation. The project will protect LAWMA's members from <br />probable curtailments by the State Engineer and, thereby,- will preserve an economy that is <br />important in the state and 'critical to the local area. A benefit of the project, in addition to the <br />preservation of the local economy, will be its help in solving the difficult problem of well <br />administration in .the 'Arkansas River basin.
