<br />e--. <br /> <br />.-- <br /> <br />the availability of grant and loan funds from the Colorado Water Conservation Board, and the <br />availability of suitable replacement sources. Initially, LAWMA plans to operate under annual <br />written plans, but eventually plans to adjudicate a permanent plan for augmentation. <br /> <br />LAWMA has identified the following six tasks that it believes will be necessary to <br />prepare the replacement plan and to fully define the scope of the project: <br /> <br />Task 1 - Assessina the impacts or potential impacts of the Rulina of the Special Master. <br /> <br />A ruling is expected from the Special Master in Kansas v. Colorado in January. This <br />ruling could have a major impact on the level and timing of well regulation imposed by the <br />State Engineer and on the amount of replClcement water that will have to be provided by <br />LAWMA. This task, therefore, will consist of studying the ruling when it becomes available <br />and of assessing its impact on lAWMA's replacement water requirements, In particular, the <br />following issues will be considered during the assessment of the impacts of the ruling: <br /> <br />a) Whether replacement will be required for total pumping, pumping that occurs <br />during Thursday through' Sunday,. [lumping that occurs from post.compact <br />wells, or some combination thereof. <br /> <br />bl What level of replacement, if any, will have to be made to Kansas at the <br />stateline, and for which class or claslies of well users will the replacement have <br />to be made. <br /> <br />c) Whether Colorado can take credit for the benefits that accrue to Kansas under <br />the 1980 storage account resolution in John Martin Reservoir. <br /> <br />dl What are the appropriate criteria for determining times when unused flow is <br />occurring in the Arkansas River in Kansas. <br /> <br />Task ,2 -Developina 1he data',collection and computational'procedures to estimate the <br />pumpina that occurs at LAWMA wells. <br /> <br />This task will consist of developing 'the data collection and computational procedures <br />necessary to estimate the pumping from the members' wells. It will involve the following <br />work items: <br /> <br />a) Continuing to update the well data base and mapping as additional data becomes <br />available. .~ <br /> <br />b) Compiling the results of the well testing program and evaluating the results for <br />accuracy and adequacy. <br /> <br />c) As necessary, collecting a'dditional data and information concerning the use of the <br />members' wells. This additional data and information will document specific practices <br />such as whether the well water is used in conjunction with surface water and whether <br />there is greater reliance on well water during certain seasons of the year. <br /> <br />, <br /> <br />4 <br /> <br />..' - <br />
